Yes, magicians are widespread and always have been. Magic isn't a secret, or some separate world. Magicians make up most of the government, as they have in many countries, throughout history.
Most people start when they're fifteen or sixteen. It's the last step before you live as an independent magician, so your master wouldn't want you to prove an embarrassment while it still has a chance to reflect on them.
